Can Certified Mail be sent to a PO Box?
Yes. Certified Mail can be addressed to a USPS PO Box. For an item requiring a signature, USPS generally leaves a notice in the box and the recipient goes to the Post Office counter to sign for and pick up the mailpiece.

How to address Certified Mail to a PO Box

What happens when a signature is required
USPS describes Certified Mail as accountable mail. Signature-required mail cannot simply be treated like an ordinary unstamped letter in the box. Does Signature on File solve this?
USPS offers Signature on File for some PO Box services, but the published Premium PO Box agreement excludes Certified Mail, including Certified Mail with Return Receipt, from those Signature on File conditions. Plan for accountable-mail handling rather than assuming the item will be placed in the box without counter pickup.

Timing considerations
First-Class Mail has an estimated 1–5 business-day delivery standard, but that estimate is not guaranteed and does not include PostalForm production time. A PO Box item may then wait for pickup. If a deadline turns on actual receipt rather than mailing, build in time for both carrier transit and recipient pickup, and verify the governing rule.
