Certified Mail Return Receipt: electronic signature record or green card?
A Return Receipt is an optional USPS service used with Certified Mail to give the sender evidence of delivery, including signature information and the actual delivery address. It is separate from the Certified Mail fee. Under final USPS Notice 123 effective July 12, 2026, electronic Return Receipt costs $2.91 and the hard-copy PS Form 3811 green card costs $4.65, in addition to postage and the $5.55 Certified Mail fee.

What Certified Mail already provides
Certified Mail already provides a mailing receipt and a tracking number with electronic verification that delivery occurred or was attempted. Return Receipt adds a delivery record with signature information. It is not required just to use Certified Mail.

Who signs a Return Receipt?
Ordinary accountable mail may be signed for by the addressee or an authorized agent. A Return Receipt signature is therefore evidence connected to the delivery event; it does not automatically prove that the named addressee personally signed. If a rule specifically requires delivery only to the named person, review USPS Restricted Delivery and the governing instructions instead of assuming an ordinary Return Receipt is enough.

The proof value depends on the recipient, address, governing rule, and what the tracking record actually shows. Neither format fixes an incorrect letter, recipient, deadline, or service method.
Return Receipt for a PO Box
Certified Mail can be addressed to a USPS PO Box. USPS explains that signature-required items generally result in a notice in the box and counter pickup.
