SSA-8007: SSI living arrangements and in-kind support form

If SSA asks questions about who lives with you, who pays shelter expenses, or whether someone helps with rent, mortgage, or utilities, answer through the process SSA gives you. If your living situation changes, report the change through SSA's official SSI reporting channels rather than sending an unsolicited third-party copy of SSA-8007.

SSA uses living-arrangement information to determine SSI eligibility and payment amounts. The development can include:

• Where the claimant or recipient lives.
• Who else lives in the household.
• Which household members pay shelter expenses.
• Whether another person provides shelter support.
• When a move or household change occurred.
• Information needed for an SSI application, redetermination, or post-eligibility review.

SSA's public guidance says living-arrangement, resource, marital-status, and household changes can affect SSI and should be reported.

SSA changed its in-kind support and maintenance rules effective September 30, 2024. Food is no longer included in the ISM calculation, while shelter support can still affect the analysis. SSA's operating instructions say SSA-8007 replaces SSA-8006 for documenting living-arrangement periods starting on or after that date.

This does not mean every SSI recipient must file SSA-8007. It means SSA uses the newer form when the agency develops this issue for the applicable period.

SSA's public forms catalog does not list SSA-8007 as a downloadable form. The controlling instructions appear in SSA's Program Operations Manual, which is written for agency case processing.

If an SSA employee gives you a form or asks for specific information, follow those case-specific instructions. Do not substitute an unofficial internet PDF for an SSA request.

Use SSA's official reporting guidance when:

• You move or your mailing address changes.
• Someone moves into or out of your household.
• Your marital status changes.
• The amount you pay toward shelter expenses changes.
• Someone starts or stops helping with rent, mortgage, utilities, or other shelter costs.
• You enter or leave a medical facility or another institution.

Keep a record of when you reported the change and any documents SSA asked you to provide.
