No. It is free and optional. Without it you still receive a paper Form I-797C receipt notice by mail — G-1145 just gets you the receipt number electronically, usually much sooner.

USCIS sends the email and/or text within 24 hours after it accepts your package at a lockbox. Acceptance happens after delivery, so allow mailing time plus intake processing.
What does the notice say?
